D-08 In spill and first-aid flows, escalation comes before the procedure

Hotline 1669 is persistent and tappable at the top of those flows, and an evacuate-and-call condition ("large, enclosed, or you are unsure") precedes step 1.

Context

R-13 places hotline 1669 at the bottom of the spill screen, after five procedural steps. That ordering is itself a claim — follow these steps, call if it goes badly. For a solvent pool in an enclosed space the correct first action is usually evacuate and call, so the source's layout inverts the safety hierarchy. R-14 confirms 1669 is already in the design; this decision only moves it and gives it a condition.

Rejected options

• Keep the poster's ordering (procedure first, hotline last) — rejected. Truer to the source and less alarming for a minor spill, but it de-emphasises escalation in exactly the scenario where escalation is correct.
• Decision support with an organisational safety officer approving the corpus — the strongest real-world position, rejected because it presumes an org relationship this effort does not have (D-01) and adds an approval workflow.
• Academic-demo disclaimer only — rejected because it would make any field trial or user study with real workers awkward to justify, and study objectives R-04.2 and R-04.3 need real users.

This ruling may not be re-decided

If a change contradicts this ADR: stop and raise it. Do not implement over it. Do not move the hotline back below the steps for visual balance, and do not drop the escalation condition because it makes the screen look alarming. Both were considered and rejected.
